Lifting Operation - Appointed Person

Essential Duties and Responsibilities (Key Accountabilities)

• Shall be required to develop lifting plans, and critical lifting operation. Develop safe system of work for all lifting operation. Develop safe system of work for all lifting operation.
• Prepare lifting plans, review contractor lifting plans and ensure the required safety controls are in place.
• Ensure that people involved in lifting operations are competent for performing lifting operation and are aware of their responsibilities.
• Ensure all necessary test certificates and other documents for lifting equipment and accessories are available.Monitor the third-party lifting inspection.
• Monitor and review all contracts related to lifting equipment, such as purchasing new lifting equipment, hiring lifting equipment, installation of new crane, modification of crane or lifting equipment, etc.Audit and review all training for crane operators and support the crane trainer to ensure that the training is conducted in accordance to the legislative requirement's and company safety needs.
• Advise the operations on all lifting-related queries according to up-to-date standards and legislations.Provide full support in case of any lifting incident and assist operations on incident investigation.
• Prepare new and review existing lifting-related work instructions and procedures.
• Be the focal point for lifting safety related information.
• To attend all crane and lifting-related meetings and represent the company during audits or in case of accident especially if any serious injury or fatality.
• Ensure all lifting tackles are checked, tested and are safe to use for all departments of Emirates Steel.

  Additional Duties and Responsibilities

  • On-the-job coaching for the supervisory operational staff on crane-related procedures, standards and policy.
  • Conduct periodic operational site visits to assess training and lifting safe operation effectiveness.
  • Prepare structured programs for Health and Safety topics related to lifting safety.
  • Monitor, track and review all hazard observations and near misses related to cranes and lifting and give any required support to the departments to develop sufficient safe solutions.
  • Exchange the technical information with the crane trainer to update and share any new information collected from the plant which can help improve the training course content.
  • Collect all data and records about the crane's types and number.

  Knowledge, Skills and/or Abilities (Attributes) Required

  • Federal Health and Safety Codes of Practice.
  • Incident & Accident Investigation techniques.
  • Health & Safety knowledge related to crane operations.
  • Knowledge about training and development.
  • In depth Knowledge on OSHAD-SF.
  • Previous experience operating crane or managing lifting operations in a supervisory role.
  • Trained and competent signaler/slinger in possession of a certificate from an approved third-party training provider.
  • Good presentation skills.
  • Self-motivation with proactive work ethics.
  • Team player skill set, ability to cooperate and effective task delegation.
  • Computer skills.

   Minimum Education Qualifications (Must Haves)

  • BSE degree in Mechanical Engineering or equivalent.
  • LEEA-UK qualifications Entry Exam and 4 Diplomas including LEG, RCS and OTC.

  Any Preferred Professional Training 

  • Computer skills (office, windows),
  • UAE Federal Health and safety Codes of Practice
  • Health and Safety Process / Radiation
  • Specific training related to delivery of training packages (Lifting operations)
  • UAE driving license.

  Professional Experience (Must haves) 

  • Minimum 5 years of experience in working with lifting equipment.
  • Minimum 10 years in Crane related supervisory/management operational role.
