General Summary
To manage Rolling Mill 5 Production, Maintenance and Material handling activities. Oversee and ensure smooth plant operation. Create and manage Maintenance Services strategies and procedures. Ensure that Emirates Steel has the necessary talent, manpower resources and processes to achieve its business plans efficiently and effectively. Manage independently Rolling Mill 5 function for the organization ensuring appropriate and efficient delivery of desired results.
Essential Duties and Responsibilities
Strategic Contribution: Develop, obtain approval and implement the annual operating plan, policies & procedures for Rolling Mill 5 to enable the achievement of Emirates Steel targeted business objectives. Provide professional advice and support to all levels of the business on Rolling Mill 5 related issues to ensure that the production capability of the business is optimized. Develop and implement long-term strategic plans to enhance the operational efficiency and productivity of rolling mill 5 Align rolling mil 5 operations with company’s overall strategic objectives and goals Foster a culture of innovation by exploring and integrating new technologies and processes that improve rolling mill 5 performance and product qualityLeadership: Ensure the effective achievement of Rolling Mill 5 objectives through leadership of the production, maintenance & associated function – setting departmental & individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to ensure that the highest level of performance is achieved. Budgeting & Cost Control: Prepare & manage annual budgets and operating plans that accurately represent anticipated production & development costs to allow accurate business planning and cost management. Organization Development: Define an optimum organization structure for the Rolling Mill 5 so that resources are optimally utilized, and communication can take place in an efficient manner. Operational Management: Direct the planning, allocation of resources (physical and human) and oversee the implementation of appropriate process, controls and instructions in the Rolling Mill 5 to ensure that all processes are carried out in an efficient and cost-effective manner. Ensure effective coordination of Departmental activities, external suppliers and other outside agencies in order to support the achievement of departmental objectives. Personally, resolve critical technical and production problem in order to minimize the production downtime. Lead and promote technical development in both plant equipment and processes in order to ensure continuous development and production improvement. Ensure the application of and adherence to a robust quality management system so that the entire product meets consumer expectations and non-conformance is minimized.

Maintenance Planning: Direct the implementation of a systematic approach to Rolling Mill 5 / equipment maintenance which ensures maximal availability of plant. Set up maintenance System to capture all cost per equipment to ensure Proper Predictive and Preventive Maintenance are being implemented. Rolling Mill Plant: Directly supervises employees and subordinate supervisors in Rolling Mill 5 facilities. Carries out supervision of Rolling Mill 5 in accordance with the Company policies and applicable laws. Interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Directs and coordinates plant activities to obtain optimum efficiency and economy of operations and maximize production. Establish and direct plant policies and procedures Responsible for maintaining a clean and safe plant Responsible for the product quality control of the plant. Develops plant goals and may work through subordinate employees to achieve same. Foster a well-trained and motivated staff. Analyses plant budget to identify areas in which efficiencies can be obtained and production costs reduced and then allocates operating budget. Maintains all required computer and hand generated paperwork Reports any equipment or facility defects to Operations Management. Reviews technical publications, articles, and abstracts to stay abreast of technical developments in the industry Capital Planning: Recommend capital plan for the Rolling Mill 5, which defines Emirates Steels anticipated capital expenditure to ensure that the company has the physical capability to meet its strategic objectives and the company is aware of the likely impact of capital expenditure upon cash flows. Direct the ongoing review of the physical condition of all Emirates Steel physical assets in the Rolling Mill 5 to ensure that those assets are in a suitable condition to allow the organization to fulfil its strategic objectives and they comply with any relevant legislation. Safety, Quality & Environment: Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across Rolling Mill 5 to guarantee employee safety, legislative compliance, delivery of high quality products / services and a responsible environmental attitude. Policies & Procedures: Direct the development and oversee the implementation of operational policies covering all areas of Rolling Mill 5 activity so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. NQA Responsibilities: The Director Rolling Mill 5 reports directly to the VP Rolling Mills and is responsible for the implementation of measures that ensure Rolling Mill Operation activities associated with quality are controlled to ensure compliance to Emirates Steel Nuclear QS Program. Verifying the operational requirements and ensure the availability of adequate resources to support the Rolling Mill’s Operations. Participate in monthly management meetings.
Additional Duties and Responsibilities
Part of the senior management team where the efficiency of this position is very critical for the overall performance of the rolling mill which in turn has a huge impact on overall revenue generation of the organization. Work in tandem with sales and technical services departments to identify the customer requirements and to develop suitable methodologies to meet and satisfy customer requirements and demands. Plan and optimize the manpower utilization. Has an important role to play in achieving the departmental targets and objectives.
Knowledge, Skills and/or Abilities required
Thorough knowledge about various equipment’s in a high-speed bar mills. Product specifications and quality requirements in a long product mills. Knowledge about downstream industry and their requirements for bar products. Thorough knowledge and awareness about the latest technological developments in long product mills. Good Communication and Interpersonal Skills Strong Finance and Accounting Skills Exposure to Sales, IT, HR and Strategic planning Business solutions orientation
Minimum Education Qualification (Education Degree)
Any preferred professional training
Professional Experience (Must haves)
10 – 15 years in a Manufacturing Environment and management within Steel Industry. 5 Years in Senior Managerial Position in a manufacturing steel industry 5 Years in Rolling Mills (Long products)
