General Summary

To study, design, specify, engineer and commissioning activities of EPC and Non-EPC projects and project related activities in a safe, cost effective and timely manner in order that the project objectives are achieved in line with EMSTEEL requirements

 

Essential Duties and Responsibilities

(Key Accountabilities)

  • Leadership:

Ensure the effective achievement of the Design Engineering departments objectives through leadership in the engineering management function.

Regularly attends departmental and company meetings to ensure effective communication between various agencies and a speedy resolution of outstanding issues.

  • Feasibility Studies:

Gather and prepare the necessary information to enable feasibility studies to be carried out for all Electrical & Automation related project proposals.

  • System Design & Development:

Design and develop electrical schematics and layouts for automated systems and equipment.

  • Project Specification:

Ensure that EMSTEEL requirements, standards and procedures are detailed in all electrical related project SOWs/specifications and that these standards and procedures are current with industry best practice.

  • Tender Evaluation:

Carry out Technical and Commercial Evaluations of tender submissions to enable effective decision making by relevant teams.

  • Technical Review:

Carry out detailed design/engineering reviews of all electrical & automation related projects, including related documentation to ensure compliance with the contract and EMSTEEL Standards.

Carry out reviews of Contractor/Sub-contractor/OEM performance both during and post project completion.

  • Monitor:

Ensure that all project activities are carried out in compliance with EMSTEEL Safety, Environmental & Electrical Engineering standards through the close monitoring of all project activities. This is to include meeting, attending inspections, Factory Attendance Tests (FATs), Performance Tests etc as necessary to support the Project Execution teams.

  • Management:

Managing Project and Contractor personnel and their activities to ensure that individual projects are executed safely, on time, within budget and achieve their overall project objectives.

  • Commissioning:

Lead/ Participate in the management of commissioning activities to ensure a smooth transition from the project phase into fully operational status.

  • Project Completion & Handover

Attending meetings as necessary, checking “as-built” documentation with all relevant End-Users for uploading into the SAP system. Ensuring all Contractual spares are handed as required

  • Policies & Procedures:

Manage the development and oversee the implementation of the policies covering all areas for Design Engineering so that all relevant procedural / legislative requirements are fulfilled.

Participate in the review of commissioning activities to ensure a smooth transition from the project phase into fully operational status.

  • National Development Program:

Assist in developing U.A.E national trainees /employees to prepare them for acquiring targeted positions in line with IDP developed as per EMSTEEL requirements.

 

  • To carry out any other related work as assigned by the MANAGER – Design Engineering

Additional Responsibilities

  • FAT: Attend, witness and approve factory acceptance tests on behalf of EMSTEEL
  • Housekeeping & 5S: Ensure all project sites housekeeping is of the highest standard and 5S is implemented as necessary
  • Recruitment: Assist in the hiring of Design Engineering personnel

 

Knowledge, Skills and/or Abilities (attributes) required

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.

 

  • Knowledge of level 1 & 2 automation systems related to DRI, steel making and rolling processes
  • In-depth knowledge of Medium Voltage Substations, Transformers, Switchgears, Drives and Motors
  • Knowledge of Instrumentation of DRI, steel making and rolling processes
  • Knowledge of the maintenance requirements of process equipment i.e. access
  • Designing power distribution systems, lighting systems, energy efficiencies, emergency lighting, fire systems, earthing systems, lightning protection etc.
  • Electrical design software (e.g. Cymap, Hevacomp etc.)
  • Proficiency in CAD software (e.g., AutoCAD Electrical, EPLAN) for electrical schematic design.
  • Fully conversant with the safety requirements, standards and regulations related to design and engineering standards i.e. Company, local and International standards (such as IEC, BS, EU etc.)
  • Strong negotiating skills
  • Proficient in the use of all Microsoft Office and Design Software
  • Very good written and spoken English.

Minimum Education Qualifications (Must Haves)

Preferred professional training (Nice to have)

  • Bachelor’s degree in in Electrical Engineering, Automation Engineering, or related field
  • Bachelor’s degree in in Electrical Engineering, Automation Engineering, or related field
  • Professional qualifications i.e. Chartered Engineer
  • Membership of an Professional Institution i.e. MIET

Professional Experience (Must Haves)

Experience Recommended (Nice to have)

  • 7 years minimum in major steel plant or heavy engineering industry.
  • 5 years in Design Office after formal training.
  • Use of 3D modeling software such as AutoDesk Inventor, Bentley etc.
