General Summary

The EMSTEEL Integrity Engineer is accountable for the operational integrity and continued Statutory compliance of EMSTEEL Process Containing Safety Critical Assets to achieve EMSTEEL’s objectives of Safety, Quality, Cost & Delivery. The role is accountable for development, implementation and maintenance of EMSTEEL asset integrity standards, systems, and strategies. The role delivers these objectives through an integrated model of focused engineering inspections and legal compliance to relevant industry standards as a foundation for continuous improvement to plant asset integrity within the site’s asset management. The role is accountable to ensure the integrity and reliability of all Statutory equipment and high-risk equipment

 

Essential Duties and Responsibilities

(Key Accountabilities)

The EMSTEEL Integrity Engineer must possess an unquestionable reputation for integrity, ethics, and personal values. The Integrity Engineer will be the custodian of compliance to all Statutory and regulatory equipment for EMSTEEL Process Containing Safety Critical Assets. 

  • Ensure all EMSTEEL Process Containing Safety Critical assets meet statutory requirement to ensure our license to operate (LTO) is maintained to high standards.
  • Provide input into site internal, external, and regulatory audits and investigations.
  • Ensure specialist maintenance and engineering services relating to selected License to Operate and due-diligence items.
  • Ensure compliance of competencies to comply with statutory standards.
  • Ensure high standard of engineering principles are followed for all Statutory compliance and integrity issues encountered on site.
  • Ensure cost and schedule estimates, makes recommendations as to the methodology, equipment, and material requirements as per asset-life engineering.
  • Ensure capturing of all modifications and risk assessments on all statutory and integrity assets.
  • Ensure correct priority of repairs and monitor progress of repairs to assets as they pertain to statutory or integrity requirements.
  • Ensure quality control of all statutory and integrity inspections by ITP’s and competent auditing.
  • Project control of integrity repair projects.
  • Scoping of integrity repairs.
  • Project requirement statements for integrity projects for PMO (Project Management Office).
  • Engineering assistance to plant and PMO for selected projects.
  • Creation of Statutory reports and maintenance of work instructions.
  • Assist with the upkeep of the 10-year capital plan with regards to integrity assets of the EMSTEEL Plants.
  • Defect elimination of Statutory equipment.
  • Custodian of Asset Integrity Standards and Management.
  • Technical authority in integrity related matters including ‘Authority to Operate’ impaired assets; risk-based and Statutory inspections; and interpretation of applicable Standards, Codes of Practice, Regulations and Legislation for implication to site asset strategies.
  • Technically reviews and accepts integrity inspection scopes for assets.
  • Maintaining personal awareness of changes in regulatory and industry standards and communicating relevant changes accordingly.
  • Site custodian of EMSTEEL business tool for Risk-Based inspection to ensure optimum maintenance, inspection and repairs to all statutory and business-critical assets.
  • Review and approve all statutory reports, ensure correct priority and budgeting for repairs.
  • Ensure up to date and relevant asset strategies for statutory and business critical assets
  • Strategic Contribution:
    • Ensure Optimized Asset Strategies focusing on Asset Integrity & Reliability.
    • Obtain approval and implement the Annual Plan, Policies & Procedures for the Reliability (Integrity) Department to enable the achievement of EMSTEEL agreed Business Objectives.
    • Periodic review to align with Corporate Objectives. Initiate, Implement and Manage Plan.
    • Provide professional advice and support to all levels of the business on Integrity related issues to ensure the production capability of the business is optimized.
  • Leadership:
    • Ensure the effective achievement of Asset Integrity functional objectives through leadership and engineering.
  • Budgeting & Cost Control:
    • Assist in Preparation & Management annual budget and operating plans that accurately represent anticipated Integrity equipment maintenance & development costs to allow accurate business planning and cost management.
    • Budgeting and Control includes followings:
      • Prepare, review and optimize Annual OPEX Budget requirement with proper justification for each of the Cost Centres of Integrity Related items.
      • Prepare, review and optimize Annual CAPEX Budget requirement with proper justification for each of the Cost Centres of Integrity Related Items.
  • Operational Management:
    • Liaise with external parties to understand legislative requirements and changes.
    • Personally, resolve critical problem to minimize the production downtime.
    • Respond to emergencies, ensuring that operational targets are not unnecessarily prejudiced by breakdowns and losses are minimized.
    • Provide technical input for the resolution of major Integrity problem to minimize down time and enhance plant performance.
  • Maintenance Planning:
    • Develop the Integrity maintenance program in a systematic and predictive manner, so that the unplanned shutdowns are minimized.
    • Recommend & Coordinate with third party maintenance services provider to ensure availability of resources in a timely manner.
    • Trend analysis of key maintenance parameters such as asset Integrity, utilization, maintenance cost, PM compliance etc.
  • Capital Planning:
    • Recommends capital expenditure in line with Asset Life strategies of Integrity equipment to ensure physical capability to meet its strategic objectives.
    • Direct the ongoing review of the physical condition of all physical assets in the Maintenance Department to ensure that those assets are in a suitable condition to allow the organization to fulfill its strategic objectives and they comply with any relevant legislation.
  • Safety, Quality & Environment:
    • Direct & follow-up all relevant safety, quality and environmental management policies, procedures, and controls across the Reliability Department to promote awareness on employee safety, legislative compliance, delivery of high-quality products / services and a responsible environmental attitude.
    • HSE responsibilities includes, but not limited to the following:
  • Lead from the front by ensuring all personal HSE Leading KPIs are met.
  • Setting HSE KPIs for Team & ensuring full compliance.
  • Direct, Maintain and ensure Maintenance Team to follow EMSTEEL Health, Safety and Environment procedure through regular Audits and timely closure of H&S related Actions.
  • Policies & Procedures:
    • Direct the development of policies covering all areas of the Reliability department related to Integrity Items, so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective services to customers.

  • Any Engineering related concern that is prioritised by EMSTEEL.
  • Maintenance Cost optimization through higher predictability through Inspections

  • More than 8 years’ Mechanical Integrity experience in integrated steel plant or equivalent industry
  • Working experience in any of the Middle East countries (familiar with rules and regulations, climatic conditions)
  • Associated Discipline, Area, Equipment field related.
  • Health & Safety compliance systems experience.
