Field Contractor Administrator

General Summary

The Field Contractor is the primary on-site liaison for contractor management, responsible for overseeing and coordinating contractor activities at EMSTEEL. Reporting to the Manager Contractor Field Management, the  Field Contractor main role is to ensure efficient and compliant execution of contracted work, focusing on field supervision and adherence to EMSTEEL standards, performance and work health and safety (WHS) obligations. The Coordinator Field Contractor oversees contractor compliance with safety, performance, and procedural requirements, ensuring that all safety protocols are upheld. The position involves close interaction with contractor personnel, managing day-to-day execution, resolving field issues, and facilitating clear communication between EMSTEEL and contractors to achieve successful and safe project outcomes.

 

Essential Duties and Responsibilities

(Key Accountabilities)

Contracts:

  • Ensure safety performance obligations for contractors in the portfolio are provided in scope of work.
  • Checks that the contractor executing work has a valid in date contract.
  • Check that the contractor complies to contract requirements as specified.
  • Raise non-conformances (NCs) to contractors as required.
  • Review and approve scope of works ensuring alignment with EMSTEEL specified standards and regulations.
  • Support capability assessments to Tier-1 contractors.

 

Competence:

  • Checks that the contractor labour has been approved for skills and work.
  • Verify contractors’ competencies and fitness for work via VMS.
  • Checks that legitimate approved gate passes have been completed.
  • Support periodic audits to ensure capability of contractors to supply services as per contractual agreements of EMSTEEL.

 

Contractor Management:

  • Audit contractors as per requirements, on contractor site, log, and file results.
  • Review contractor improvement action plan and provide feedback to ensure these are adequately addressed and implemented.
  • Follow up action improvement plans with medium priority contractors.
  • Check that subcontractors are captured in main contractor processes.
  • Assist contractors in arranging personal welfare equipment on site.
  • Maintain a file for contractors in their area with regards to competence, skills etc. as required by ESA.
  • Support end-under in SoW development.
  • Record keeping on contractors as required.
  • Validate 6 steps for contractor onboarding has been completed for all contractor under field management, managing and acting for any deviations.
  • Review Contractor Resource Plan for Major shutdowns, including minimum requirements as per Contractor handbook and EMSteel Contractor HSE Guidelines; and headcount plan.
  • Communicate Major shutdown risk profile to Contractors.

 

Execution:

  • Manage the contractor onboarding process by leading pre-mobilization meetings, verifying contractors’ competencies and fitness for work, ensuring tools and equipment are certified against EMSTEEL specified standards, and conducting site safety inductions.
  • Monitor the execution of scope of work, ensuring contractors meet all work specifications and Safety, Health and Environmental requirements including obtaining permits, maintains proper housekeeping and all incidents are reported and participate in the investigations.
  • Steward contractor resource plans and support the supervision of contractors during Major shutdowns, conducting regular safety observations and supporting contractors’ safety meetings.
  • Audit contractor’s JMS/JSA, permits to work and HSE plans.
  • Audit contractor’s safety performance and support end user with reporting, accident and incident investigations and action closure of LSR violations involving contractors.
  • Approve contractors Safety officers onsite.
  • Verify contractor action closure from NCs and Observations.
  • Ensure safety feedback is provided to contractors.
  • Single point contact for Tier 1 contractors as allocated.
  • Actively steward Tier 1’s contractor safety performance, by checking daily and monthly stats and leading quarterly performance meetings.
  • Ensure site specific inductions are completed.
  • Report on as required by formalised system, Manpower, equipment, work, etc.

 

Equipment:

  • Ensure contractor equipment management systems are as per contractual agreement and EMSTEEL requirements on their premises.
  • Ensure contractor has equipment management facilities and capabilities according to EMSTEEL requirements.

 

Minimum Education Qualifications (Must Haves)

Preferred professional training (Nice to have)

  • Relevant Diploma (Diploma in Engineering is desirable but not compulsory) and experience
  • Operations and Maintenance management diploma
  • Safety management certifications
  • Nebosh Certification

 

Professional Experience (Must Haves)

Experience Recommended (Nice to have)

  • 2-5 Years experience in relevant Operations, and or contractor management.
  • Exposure to contracts management in industrial or engineering environments.
