General Summary

The MANAGER - Contractor Resource Management at EMSTEEL - Steel is responsible for maximizing the benefits of contracts and contractors by ensuring compliance with all contractual obligations while monitoring and managing processes related to Supply Chain Management. This role focuses on contractor safety compliance, resource management, and the effectiveness of contracts and services provided by suppliers across operations and maintenance. Key responsibilities include driving continuous improvement in contractor performance by ensuring adherence to safety standards, competence, equipment standards, and system requirements; overseeing waste management to ensure regulatory compliance and promote sustainable practices; supervising contractors to ensure all contractual obligations are met and contracts are up to date for services such as plant maintenance, modifications, installations, capital projects, and manpower supply; and evaluating contract utilization to optimize resource allocation and overall contractor performance. This role is crucial in fostering a culture of excellence and integrity in all contractor-related activities, ultimately contributing to the operational success of EMSTEEL-Steel.

Essential Duties and Responsibilities

Ensure compliance with all contractual obligations and monitor Supply Chain processes.  Oversee contractor safety and promote adherence to safety regulations.  Manage contractor resource allocation and performance in operations and maintenance.  Ensure contracts and supplier services meet effectiveness and business objectives.  Drive continuous improvement in contractor safety, competence, and equipment standards.  Ensure compliance and promote sustainability in waste management practices.  Supervise contractors for plant maintenance, modifications, capital projects, and manpower supply.  Evaluate contract utilization to optimize resources and improve performance.  Promote a culture of excellence and integrity in contractor-related activities.  Develop long-term strategies for contractor management aligned with safety, quality, and waste management.  Manage contractor-related budgets for cost-effective operations with safety and quality maintained.  Review contract performance, ensuring safety compliance and service standards.  Create standardized policies for contractor management to ensure regulatory compliance.  Verify contractor health, safety, and environmental compliance, particularly in hazardous operations

Ability to understand contracts and drive improvement  Ability to control and coordinate work execution and keeping people to account.  Ability to develop and maintain systems.  Demonstrably good communication and influencing skills (to all levels in the organization).  Thorough understanding of the challenges associated with engaging contractors to safely execute all types of engineering services work on a high-hazard facility such as Emirates Steel.  Thorough knowledge of, and buy-in to, EMSTEEL - Steel H&S Policy, Principles, Standards, Procedures and Work Practices.  Enthusiasm for becoming a pivotal / key figure in the pursuit of excellence in Contractor H&S behavior and performance at Emirates Steel.  English Language (Excellent spoken and written)  Good Time Management  Good Operational Discipline  Working knowledge of computer systems and PC Usage

Minimum Education Qualification (Education Degree)

Bachelor in Engineering

Any preferred professional training

Project Management diploma  Maintenance management diplom

Professional Experience (Must haves)

10 years relevant plant operational experience as a Maintenance Section Engineer, Engineering Managerial level, or Project Manager/Engineer in a large metals manufacturing plant or equivalent. Extensive experience should be demonstrated in taking responsibility as an end user focal point for Contractors.
