General Shift

General Summary

Health and Safety officer shall be deployed to provide competent safety advice and best practical guidance to all departments. Officers shall routinely visit all areas to check on going work and shall also take action to stop work and follow up unsafe acts and conditions. Report critical issues to concern Plant H&S Supervisor

Essential Duties and Responsibilities

· Field follow up of corporate H&S programs.

· Conduct Plant Specific Safety Inductions.

· Prepare Safety Alerts/Lessons Learned for all the significant incidents.

· Assess the operational risk in the plant and advise the concerned department

· Participate in accident and incident investigations as required.

· Maintaining and Preparing H&S Statistics for the assigned department.

· Implement/monitor the correct PPE usage (including defects), maintenance and storage

· Provide advice and support to high risk activities like confined spaces, working at height, work on live equipment, hot work in hazardous area, critical lifting, etc.

· Monitor the implementation of PTW.

· Manage Department Tracking Tools.

· Support Daily Ops Meeting.

· Support Incident Investigations on WHY tree (RCA).

· Coach and support Ops/Mnt staff on JSA and PTW.

· Conduct joint inspections with Ops Supervisors.

· Review MOCs (management of change documents) as required.

· Develop and share Toolbox Talks Material and H&S Stats on monthly basis.

· Support HSE meetings (dashboards and presentation).

· Compliance Audit (Noise, Radiation and Heat etc…).

· Support Loss Prevention team in implementing ER Drills.

· Shutdown support (SMPs and RMs) including PTW support.

· Track and following action closure on the portal.

· Physical verification of action closure as required.

· Verify the correct application of isolation procedures

· Monitor the H&S compliance of the contractors

· Ensures H&S legislation, regulations, policies and procedures are well implemented during the Emirates Steel field operations

· Play an active role during any site emergency as directed by their Supervisor

· Assist with the training and development of any trainee H&S staff

· Complete routine patrols of all areas to assess H&S compliance.

· Other Emirates Steel needs as required by the H&S Department.

· Advanced fire fighting

· Heavy lifting equipment & Mobile lifting equipment

· Radiation Safety

· HAZMAT

· Incident investigation Skills.

· UAE driving license

· Functional / technical knowledge

Minimum Education Qualification (Education Degree)

Diploma
Higher Secondary

Any preferred professional training

Completed Fire Fighting Training and SCBA training

Professional Experience (Must haves)

· 5-6 years in H&S

· 2 years in H&S emergency response for operations

· Working knowledge of risk assessment techniques.

· Incident Investigation Root cause analysis.
