General Summary

The Utilities Operations and Maintenance Manager ensures the optimal performance, reliability, and safety of utility and water treatment facilities within Emirates Steel integrated steel plant. The manager is responsible for defining and implementing maintenance strategies, managing day-to-day operations, and leading a team to achieve high standards of operational efficiency. This role focuses on proactive, preventive and corrective maintenance to maximize plant utilization, reduce downtime, and support the company's strategic objectives. Essential Duties and Responsibilities

Strategic Contribution: o Develop, obtain approval and implement the annual plan, policies & procedures for Utility and Water Plant Department to enable the achievement of Emirates Steel agreed business objectives. o Provide professional advice and support to all levels of the business on Utility services related issues to ensure that the production capability of the business is optimized.  Leadership: o Ensure the effective achievement of Utility & Water plant operational objectives through leadership in operations and maintenance function – setting departmental & individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to ensure that the highest level of performance is achieved.  Budgeting & Cost Control: o Prepare & Manage annual budget and operating plans that accurately represent anticipated Utility plant operations, maintenance & development costs to allow accurate business planning and cost management.  Organization Development: o Define an optimum organization structure for the Utility and Water Plant Department so that resources are optimally utilized, and communication can take place in an efficient manner. o Responsible for recruiting the manpower with the required skill & competencies amongst available & plan their deployment. o Conduct employee performance review based on job descriptions to determine competency, knowledge and performance & enhancement of the same.  Operational Management: o Direct the planning, allocation of resources and oversee the implementation of appropriate process, controls and instructions in the Utility and Water Plant Department to ensure that all operations and maintenance activities are carried out in an efficient and cost-effective manner. o Ensure effective coordination of departmental activities, external suppliers and other outside agencies in order to support the achievement of department objectives.

Essential Duties and Responsibilities(Contd)

Respond to emergencies, ensuring that operational targets are not unnecessarily prejudiced by breakdowns and losses are minimized.  Provide technical input for the resolution of major operational or mechanical problem to minimize down time and enhance plant performance.  Maintenance Planning:  Develop the utility maintenance program in a systematic and predictive manner, using state of art diagnostics so that the resultant reliability engineering program optimized Ensure planned shutdowns are minimized and there are no unplanned shutdowns. Set up utility maintenance systems to capture all costs per equipment to ensure proper predictive and preventive maintenance are being carried out.  Recommend & Coordinate with third party maintenance services provider to ensure availability of resources in a timely manner.  Trend analysis of key maintenance parameters such as asset, maintenance cost, PM compliance etc.  Capital Planning:  Recommends capital expenditure plan for the Utility and Water Plant department which defines the Emirates steels anticipated capital expenditure in order to ensure that the company capability to meet the strategic objectives. Safety, Quality & Environment: o Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the utility and Water Plant Department to guarantee employee safety, legislative compliance, delivery of high quality products / services and a responsible environmental attitude Direct & follow-up all relevant safety, quality and environmental management policies, procedures and controls across the utility and Water Plant Department to promote awareness on employee safety, legislative compliance, delivery of high quality products / services and a responsible environmental attitude. Policies & Procedures: Direct the development and oversee the implementation of operational policies covering all areas of Utility and Water Plant Department activity so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost effective service to customers

Additional Duties and Responsibilities

Knowledge, Skills and/or Abilities required

In depth Knowledge of Utility and Cooling Water Plants of heavy industry. Operation and maintenance.

Knowledge of steel making process i.e. Direct Reduction, Steel Melting, Billet Casting, Re-bar rolling and Material handling equipment’s.  Experience with repairs and maintenance of utility plant equipment’s  Expertise and proficiency with basic office computer software, e.g., word processing, email, and spreadsheets.  Ability to work effectively with Computerized Maintenance Management System (CMMS), preferably SAP for data analysis and guide others on its operation.  Effective communication skill and leadership

Minimum Education Qualification (Education Degree)

Any preferred professional training

MBA, EMBA  SAP and Microsoft

Professional Experience (Must haves)

10-12 years operation and maintenance experience in utility plants of an integrated steel plant or large chemical industry, including 5 years in a Management position in an Integrated Steel Plant.

Previous Experience/exposure Recommendations

Experience in manufacturing/ Technical business organizations.  Sound understanding of Manufacturing methodology and improvement processes.  Producing and managing budgets.
