Senior Technician- RM1 Instrumentation

Role Purpose

Responsible for carrying out Electrical Maintenance function in Rolling Mill during day shift to ensure that electrical corrective and preventative maintenance activities are performed to the correct standard and in a safe timely manner so that plant utilization is maximized at minimum cost. Works and integrates with other technical & production disciplines as a ‘Team worker’.

Essential Duties and Responsibilities:

• Ensure to maximize plant availability and in line with annual corporate objective unscheduled delay due to Electrical & Automation to be within budget.

Maintenance Planning:

• Liaison with Supervisor to carry out the scheduled PM jobs and Corrective Maintenance jobs during scheduled shutdown or during any opportunity as per plant process requirement.  
• Execute the maintenance programs as per planning schedule for both preventive and corrective activities.
• Ensure that job details are correctly completed and entered onto maintenance systems to ensure that accurate performance trends can be identified and electrical maintenance jobs are handled in a timely manner.
• Assist Supervisor in ensuring effective utilization of available resources and to review the planned PM jobs and actual PM jobs executed during plant shutdown and / or available opportunity as per plant process and if needed, fine tune the schedule or re-arrange the resources without compromising the plant availability and safety. 

Prioritizing and Planning:

• Study all electrical maintenance work orders and prioritizes them in order of importance so as to as to ensure that plant utilization is maximized.

Analysis and Reporting:

• Assist Supervisor in preparing daily shift reports based upon analysis of the shifts activities so that action plans can be developed to address line stoppage and fault analysis issues and hence improve maintenance service to internal customers.

Spare parts management:

• Ensure proper spare parts management. Assist Supervisor in conducting periodical spare parts audits and update availability in line with budgetary guidelines.

Production Liaison:

• Meet with production personnel for effective performance of various jobs allocated.

Trouble Shooting/Problem Solving & Root Cause Analysis:

• Personally provide technical input and hands-on skills to the resolution of major maintenance problems so that line down time is minimized and direct reports advance their technical understanding.
• To guide subordinates on non-routine plant and process problems, applying specialist skills to resolve problem quickly and effectively.
• Carryout root cause analysis and establish suitable countermeasures to prevent occurrence of repeated problems.

Performance Review:

• Review outstanding jobs and trend analyses on a weekly basis to address underlying reasons for service non-compliance and put in place appropriate action plans to effect correction

Budgeting & Cost Control:

• Assist Supervisor in Planning, Preparing & Proposing accurate Annual Budget for Operation and Capital expenses for management approval with proper justification in order to keep plant operational effectively.

Team supervision:

• Guide, monitor and train own team so that the employees have the appropriate skills and behaviors required to deliver required levels of service to internal customers.

National Development Program:

• Responsible to meet corporate and departmental objective for UAE national development and integration in the respective section of E&A Department.
• Assist Supervisor in developing U.A.E. national trainees / employees to prepare them ready for acquiring targeted positions in line with IDP developed as per company policies.

Organizational Development and Recruitment: 

• Assist Supervisor in maintaining an optimum organization structure so that the resources are effectively utilized and communication can take place in efficient manner.

Employee performance review:

• Assist Supervisor in conducting employee performance review based on job descriptions to determine competency, knowledge, and contribution of the maintenance technicians.

Policies and Procedures:

• Ensure the implementation of corporate, company and departmental policies and procedures.

Special Assignments & Tasks:

• Any special assignment/Task given by higher management including but not limited to “Feasibility studies”, “Active involvement in Project/Revamping/Expansion” as needed by corporate, company and department.

• Plant cleanliness: Implements programs and procedures required to ensure plant cleanliness.
• Plant expansions: Assists with planning and implementing plant improvements and expansions

2. Ensure Safety and Regulatory Compliance:

• Ensure compliance of all relevant Safety, Health, Environment and Quality management policies, procedures in line with corporate and Departmental objectives related to HSEQ.
• Participate in Safety Audits for company and departments and to develop safety culture and to promote safe operation and maintenance practice by everyone working within the premise of Emirates Steel.
• Maintain and follow ESI Integrated Management System Safety procedures and guide lines for the maintenance department; reviews safety records to uphold standards of maximum safety for all maintenance staffs.

Qualifications/Experience

Minimum Qualification

(Educational Qualifications, Trainings, or Certifications)

• Diploma in Instrumentation / Electronics Engineering
• Effective communication skills.
• Trained on Instrumentation systems pertaining to Re-bar Rolling Mill.

Professional Experience

• In excess of 5-7 years (for Diploma holder) Instrumentation maintenance experience in Rolling Mill, preferably in Bar/Wire Rod Mills.
• Working experience in any of the Middle-east countries (familiar with rules and regulations, climatic conditions…)
• Health & Safety compliance systems experience.
